IMP POINTS - Electoral ROLL, MCC , EPIC

1. I have earlier requested that each SDO, each BDO and each ERO shall condcut a random check of atleast electoral rolls of 3 parts regarding disposal of FORM6,FOrm 7, FORm 8, decision of ERO/ AERO, manuscript, data entry, appearance in final computer print out / Supplement and total numbers and send me a confirmation. [ report still awaited} SDOs are requested to coordinarte and submit a confirmation / compliance from all ERO/ BDO under him by 20th March 2009.
2. I have seen that good coverage could be made in EPIC campaign in most of the ACs. Please ensure that data is merged and EPIC prepared and distributed to all by 25tth MArch, 2009. Keep in mind that all those voters who have been photographed in this campaign / previous campaign will not be able to vote on the day of poll if they do not get their EPIC. In such cases they would be a potential law and order problem, potential attraction of observer and media and dislocation of poll process on the day of poll. Please ensure that all EPIC are distributed.
3. I have visited few sub-divisions recently. on the way I have seen that a good nos. of wall writing has been painted (mostly private). PLease be sure that even in such cases appropriate procedure is followed and action taken. PLesae ask MCC Squad to not to hesitagte or show any linenancy owards any one who is violates the code. Issue notices and lodge FIR in case of non compliance. SDOs to ensure that AROs are activated to the fullest for ERO/ EPIC/ continuos updation and Model code of conduct.
4. MCC squads has to be active suo moto. DOnot depend only on complaints. In other district huge nos. of FIR has been lodged. In our district NIL FIRs.?? there might be reason that in our district political parties / candidatres are concerned about MCC or they are complying notices- in such cases it is appreciable for both - administration and political parties / candidates. But if we are complacent / non bothered or have closed our eyes and ears or hesitant or biased `--then there is problem for all of us. ECI is watching and ACTING TOUGH ALSO. SDOS/ ROs/ EROS/ AROs and BDOs please be active and fast.

Some points for you

Few important points for your information and actions -

1. Since the performance of EPIC compaign despite of extensioon has been very poor (district average is about 88%) we are extending the EPIC Programme for two more days . i.e. 14th AMrch 2009 and 15th March 2009 from 10.30 AM in each block office. Only photo taking for fresh / new voter would be taken ( or voters having no EPIC). DUplicate and corrections are not allowed. Please make arrangements accordingly.

2. All BDOs to take necessary action including miking and publicity and information to political parties. Communicate two points - that without EPIC no one can become polling or counting agent and it would be easier to vote EPIC. Analyse your booth wise data and booths having more non-EPIC shall be given special attention on 14th and 15th March. One camera can be in BDO office and other can go to these booths.

3. Ask BLOs to hold booth level meetings and take following steps -

a. Clear doubt about survey of missing voters that their names might be deleted. Tell BLAs and others that It is only survey and no names will be deleted. This list will be given to Presiding officer so that he can be alert and check the identity of person when he or some one in his place come to vote on poll day.
b. To conduct the survey of missing voters and prepare a list ( you have to finally provide this list to every concerned Presiding officer wher there are missing voters)
[so keep it ready in computer and keep updating and finall can print and give to Presiding officer}
c. Ask BLOs to convey in the booth level and village that there would be a last time photo taking exercise on 14th and 15th March 2009.

4. There will be a meeting at District Level in Conference hall of Circuit house on 14th March 2009. ALL ADMs/ PD DRDC/ SDOs/ EROs/ BDOs/ O.c election and O/cs of all cells to attend with { SDOs to inform all BDOs and EROs and O/c election to inform all O/c of cells at district level)-

a) upto date reports on EPIC Campaign, Premises analysis ( booth wise premise details), REport on Missing Voters,
b) Upto date report on Continuos updation ( including details of disposals)
c) tentative information on DC/ RC and counting Venue details

Other agenda which may be discussed ( no report is required at the momemt) -
a. Physical verification of polling booths, including arrangemnts of ramps, toilet, approach roads, sheds, requiremnts of temporary structure, need for space for auxilliary polling stations
b. Accommodation for Observersc. Report mechanism

Missing Voters in Format 8./8A

  1. part wise /Booth wise details along with critical status

  5. List of polling stations with no.of voters with M/F break up

  8. Budget requirement w.r.t. Election conduct.
  9. Exhaustive list of employees to be engaged in election other than polling duty to be send by BDOs for exemption after they have send the list of all employees.

NEED FOR ANALYSIS AND IMMEDIATE ACTION ON WORKING OF BLOs and DATA on MISSING VOTERS

I have received AC wise numbers of missing electors from all EROs as per reports of BLOs as on 04.02.2009. Many ACs have NIL/ ZEro for missing elector with family linkages and also without linkages. DOes not sound believable????
After discussion with some SDOs and BDOs it reveals that Analysis of boothwise reports in excel sheet was not done properly. and in some cases it indicates that the figures needs to be verified personally by EROs. Some of the possible defects, in my opinion, are noted below for guidance :-

1. A large number of parts the reported number of shifted electors with family linkage and also the number of electors without family linkage is NIL/ ZERO. Nil report for shifted elector without family linkage may be logically acceptable as names of such electors might have been deleted during the revision process in the present effective mechanism of BLOs. But it is next to impossible to have NIL figures of missing electors with family linkage in majority of parts. In that case, it can be presumed that either there is no BLO functioning in the parts reporting NIL figures or the BLO appointed could not perform his/ her job properly. It is also possible that the figures have not been reported correctly from the end of AEROs/ EROs. The possibility of under reporting is also not ruled out.
2. Booth level meetings were organised on 23rd Feb 2009, and again on 1st March 2009 where 23rd Feb meetings were not held. There are reports that in a few cases these meetings were not at all held or poorly attended by BLAs.
3. BLOs might have not reported missing electors where no list from BLAs is submitted in booth level meetings or could not report any figure due to difference of opinion.
4. BLOs might have not reported missing electors due to some pressure etc.
To test check the above presumption, we contacted some BLOs over mobile randomly and collected their feedback. One out of 10 reported that figures there is some gap between his report and Report with me. Others simply confessed that they could not prepare any report, that means no missing elector survey conducted. Some of them even reported that they have been assigned other duties by local administration that's why the could not do any survey.

Above scenario needs to be improved by all EROs, SDOs and BDOs. Each ERO must personally hold meeting with Sector Officers/ AEROs, do data analysis of part wise reports and try to find out whether the report is exhaustive and complete. Under reporting of missing electors figure may create problems in correct vulnerability mapping.

Appoint BLOs in each part at once (two parts if not available) and ask them to complete the task in time. We may organise booth level meetings in the middle of March 2009, involving BLAs.
EROs must also analyse the part wise data on Non EPIC electors, non image electors, photography conducted, EPIC prepared & distributed and EPIC distribution etc.
The matter needs personal attention of SDOs / EROs/ BDOs.

Helpline numbers of EROs

ATTENTION SDOs/ EROs:-
Please check and Ensure that ERO Help line numbers are functional and well publicised. ALso ensure that these numbers provided for each AC must not be manned by competent staff but also should be provided with up to date information on following points-
1. EPIC programme
2. Missing Electors
3. Continuous updation of roll

so that the electors making phone calls get proper and useful replies. If required, the telephone numbers of block offices can be given for helpline numbers. There is no point giving the mobile numbers/ contact numbers which are not manned properly/ respond effectively. Change numbers must be emailed to OC Election for updation

Sector arrangements & contact persons

Each SDO / ERO may guide the BDOs in finalisation of sectors, communication plan and identification of contact persons by 15th March 2009. Cross check the contact numbers. If need be please correct them. POlice Sectors and CIvil Sectors have to CO Terminus without exception. BDOS/ SDOs would be required to certify this. Please call some of the sector offices. sector officers / contact person and cross check the nos. and information and whether he / she is aware about his / her role or not?

MIssing Electors and Continuos updation

I have seen a acwise report dated 04.02.2009 regarding Missing electors. I am surprised that after that no AC wise report has been send by SDOs, where as it was expected that a full report would be submitted on 28.02.2009 after all BLOs visit all areas / booths under them and collect information on absentee / Missing voters ( with linkages and without linkages). I am surprised to see that total nos. of such voters in the district is about 2300 ( 700 voters with linkages and 1632 without linkages). About 9 ACs donot have any missing voter without linkages ?????? do you agree????
I think You must appreciate that the data on missing voters is rerquired from three point of view -
1. Observers and CEO are particular about it as this gives a doubt about chances or impersonation or bogus voters.
2. YOu have to provide a list to Presiding officers with other documents, which they would monitor during poll and be doubly alert about bappearance of these voters whose names are there in Missing ;list provided by BLO.
3. Identification of critical booths / vulnerability mapping depends on these numbers .

Therefore ensure that BLO is put to this job again and ask him to submit a list with certificate that he has visited all the areas / paras / hamlets and tried to identify missing voters. The details of Absentee (missing), dead, shifted (ASD) electors list must be placed in booth level meetings.
You (SDOs/ EROS/ BDOs) can take following steps to improve the quality of work regarding missiing voters -
1. Do a polling stations wise analysis , concentrate in booths where there are more chances of people going out
2. BDOs / EROs should visit atleast 4-5 such booths and cross check whether BLO has done the work properly. See the list prepared by BLO also. Take preparatory steps to keep ready list of Missing voters which will be goven to Presiding officer.
3. ZERO missing electors parts must be verified as explained earlier.
Continuous updation
People may be encouraged to file form 6, 7, 8, 8A under continuous updating programme till 7th / 12th March 2009 for rectification of errors detected in the electoral rolls published recently. inform polling parties and in meetings.

STATUS REPORT ON EPIC

  1. EROs must start acting immediately for the works related with EPIC Campaign, Continuos Updation, Distribution of EPIC etc. SDOs please issue necessary instructions in writing to EROs to act and take care of these issues.
  2. I think the EPIC coverage is not as desired. It has been seen that no one has had a targeted approach. No one send me any proposal whether they want to extend the EPIC compaign upto 14-15th March with a commitment to cover near 100% EPIC. FOr this there is a need to do a data analysis by each ERO in excel sheet to know the number of electors not yet covered under the ongoing photography programme and take steps to capture photographs of uncovered electors. Parts where number of residual electors is greater than 25, extra camera teams for photography can be sent at the booths itself for capturing photographs, after wide publicity or door to door notices. EROs can adopt any strategy. EPIC coverage must be near 100 %. PEC shall be opened up to 10th March 2009 as per CEO's order, but any proposal to extend it further can be sent to us for permission up to 16th March 2009.
  3. EPIC preparation for current photography phase from 16th February 2009 onwards is under process at all the PECs and as per the agency all EPICs shall be delivered to BDOs/ SDOs by 20th March 2009 at the latest. EROs must guide BDOs to chalk out the programme for EPIC distribution from block / subdivision offices. Special counters may be opened till 31st March 2009 for distribution of EPIC. ERO level all political party meetings, booth level meetings must be held to give wide publicity to the EPIC distribution programme. All EPICs prepared must be distributed to electors, failing which the elector may be deprived of voting. SDOs to please cordinate entire matter.

Communication through Email and Role of SDOs

You are requested to kindly recall discussions held with some of you over phone and my
earlier mails on this matter. It has been seen that SDOs (or their officers) are sending emails and
reports in a very confusing and unorganized manner. For making the system of sending reports
and emails more user-friendly, systematic, professional and organized following points are
mentioned for compliance-
1. Do not fully depend on the Data Entry Operator or Computer Operator for sending the
reports as attachments or writing the contents in the forwarding mail. He is merely a
technical person. Please see yourself and advise him what he should write in the mail.
2. Write the subject properly in the Subject field of your email which should be able to
clear that this mail contains which report.
The subject of the email may be like this (examples) -
“ELECTION URGENT - Model CODE of Conduct - subject of the letter / matter”
“ELECTION - Model CODE of Conduct - subject of the letter / matter”
“ELECTION URGENT - EVM - subject of the letter / matter “
“ELECTION URGENT - polling personnel - subject of the letter / matter”
3. The file name of the report should also be in line with the subject / letter / report. For
example –
“ report on sector arrangements of SUTI AC. doc”
“ Report on Vulnerability mapping of Polling Stations of BHARATPUR AC . xls”
4. The BDOs should send the report to SDOs concerned by email as well in Hard Copy.
However one copy of email and hard copy may be send to Election section at District
Level.
5. The SDOs being supervisory officer shall supervise and coordinate that BDOs are
preparing the report in right format following the correct rule / instructions and correct
procedure. They should also follow up whether the work of preparation of report at
BDOs level is as per schedule. They shall coordinate and ensure that BDOs prepare the
desired report well in time keeping the time SDOs require at Sub-division level to
compile the report AC wise.
6. The SDOs shall check whether the block wise reports received from BDOs are correct
and complete in all respect. If required they shall ask the BDOs to correct or revise the
report. After satisfying themselves about propriety of the report received from BDOs the
SDOs shall compile the reports from different block AC wise at their level. The SDOS
are in better position to check and verify at their level about the correctness of the report
as they are nearer to ground and are familiar with issues more than at district level. The
SDOs shall ensure that the report is send through email AC wise to District Election
Section and / or to the concerned cell at district level. Email IDs of ADMs / Superior
officers-in-charge and / or officers-in-charges of different cells at district level has
already been send to you, if not received please send a mail to me I will send it again.
Final AC wise compiled report should be send by SDOs in Hard copy also to District
Election Section or concerned cell.
7. In case some parts of an AC falls in different sub-division the SDOs shall send the report
pertaining to their jurisdiction only. But they shall mention this point clearly in their
forwarding letter / email that – Report for ______ AC have information for part from __
to Part ___. Remaining parts falls in __________ sub-division.
8. The responsibility of receiving a correct report and as per schedule lies with the
receiving end as much as it lies with the office and officer who is responsible for
preparing the correct report and sending to desired recepeint.

AD Memoirs of CEO's Meet

AD-MEMOIRS OF CS & CEO MEETING on 19th FEB and CEO’s VC on 4th March
Model Code of Conduct
1. Model Code of Conduct – to be implemented by all BDO/ SDO /SP / RO / DM & DEO sincerely, impartially, effectively and efficiently
2. Responsibility of ensuring compliance of MCC lies with Police also.
3. No more leaving Headquarters without permission of CEO. NO visits to Kolkata and meeting any minister till elections are over
4. No officer related with election process should meet with any minister / political functionaries during his visit to your area.
5. No persons who are not authorized to have Red lights on their vehicles should have it. Political functionaries / ministers / MPs/ MLA are not allowed to use Red lights. No minister / political functionaries should be provided government vehicle. Only in case of Z+ category protectee govt. would provide bullet proof car.
6. Minster / Political functionaries not entitled for govt. guest houses. Only Z and above category protectee can get on payment and on equitable basis. But they cannot have any political meeting there. Observers to get first priority.
7. No wall writing on public buildings at all. In case of wall writing on a private building prior written permission of the owner shall be obtained without force or coercion and copy of the same shall be submitted to Local PS and RO / DM and shall be shown on demand. Wall writing shall be only of removable materials. In case any political party or candidate, person, organization does it, complaint shall be recorded in the register of complaints connected with MCC. The party or candidate should be asked in writing to remove it forthwith. In case they fail to do so within 3 days, a formal FIR shall be lodged in Police station under appropriate Act (Panchayat or Municipal Act). Law will take its own course. We are not going to wash or remove the defacement.
8. No educational institutions and hospitals ground ( private or government) can be used for meeting and campaigning by political parties / candidates. In case there is no alternative permission has to be obtained from CEO. In case of non-availability of such grounds where meetings can be held a consensus may be arrived for 1 or 2 grounds in a meeting with political parties and matter may be referred to DM and DEO with proper justifications and reasons for obtaining permission of CEO.till permission is received no meeting can take place.
9. No Minister / political functionaries can use / or is entitled for Pilot Car. Only if security requirement is there, police may provide escort car.
10. In case of any visit (private or personal) of a minister to your area , SDOs shall inform the same to DM.
11. Mass SMS having obnoxious contents, abusive, having communal overtones, violative of MCC send by candidates, political party or third party shall be monitored and looked into it. Police is supposed to publish / advertise a mobile no. on which such SMS can be forwarded saying from which no. it has been received. Sec 178 IPC is there to take care.
12. Special Model Code of Conduct Squads ( MCC squads) to be formed at block level. They shall have senior and impartial officer from block set up and a dedicated police officer from police station and a vehicle to move around. Functions – to enquire, ensure compliance and report into complaints of violations of MCC received at block level, SDOs level and ROs PC wise Complaint Monitoring Team and from the end of DM & DEO and SP. A proper register to be maintained for this purpose and action take also to be recorded. Notices to political party, candidate or person who is violating the MCC giving appropriate time ( depending on nature of violation) to comply ( e.g. for removal of wall writing – 3 days, for stopping mike – immediate) should be issued. In case of non-compliance they will also lodge formal FIR/ Complain with the concerned police station under provisions of IPC, CrPC, Panchayat Act, Municipal Act, etc. and Police station shall take appropriate steps.
13. Candidates cannot distribute gifts etc. Shirts having party symbols not allowed.

EPIC

1. 100 % EPIC coverage to be ensured. Please take all possible means and methods to achieve this and make a record of efforts by you. Analyse booth wise details and address the low EPIC coverage or high non-EPIC booths specifically. Meet BLO of these areas and address the issue. You should personally be aware for any poor performance, reasons and steps taken by you. Areas with high Missing Voters without family linkages to be checked.
2. If you are confident and can achieve 100% EPIC coverage by extending dates up to 13-14 March you can extend the dates with wide publicity and proper arrangements. Written proposal should reach us with commitment to achieve 100% EPIC coverage by that.

Law & Order

1. Take all the possible steps to avert any situation which may turn into a Law & Order problem. Take preventive arrangements.
2. This time regular uniform HG, Forest Guards and officers from fire department may be used in Police duty.
3. Orders prohibiting carrying of arms in the district have already been promulgated by DM. ask Police stations to enforce them.
4. Orders on printing posters, banners etc. have also been issued please serve them to printing presses in your areas also.
5. SP to send a daily report on law and order and poll related incidents.
6. Please do vulnerability mapping of polling stations under your areas based on the criteria of ECI already communicated to all of you. I am preparing and send all of you soft copy of FORM 20 ( 2006 and 2004 election) modified with respect to polling booths pertaining to booths after delimitation/ for present ACs. Some of the criteria for vulnerability mapping are (check detailed ECI circular) –
a) booths having poll percentage more than 75% and one candidate getting more than 75 %
b) high percentage of missing voters without family linkages
c) incidents of poll violence in last polls
d) high % of non-EPIC electors
e) information of voters from a para or a section of society / community / caste not being able to come and vote
f) high percentage of person who are known trouble mongers
7. all Central Police Force (CPF) to get actual deployment, they cannot be kept as striking reserve. If they are used as static booth guards, they can be made in charge of a cluster of vulnerable booths and they shall be mobile. See that who is directing them and see that they are not controlled by local police regarding their movements. They should be able to move freely on their own. Give them a map of the area and Depute one officer from your side to guide them and make them familiar with the area. CPF shall be used upto P-2 day in flag marches / route march in trouble prone or sensitive areas. Ensure that CPF is effective.
8. All arrangements (accommodation, vehicles, generators, tents, drinking water facilities, electricity connections etc.) related with Police and CPF shall be made by SP. BDOs / SDOS are not involved at all. NO election related fund ( Head - 2015) used for security purpose.
9. Deployment of police force shall be finalized by DM and DEO in consultation with SP and Senior most observer. Once finalized it can be changed only with approval of observer.
Postal Ballot / EDC
1. A proper and meticulous planning needs to made in this regards. Assessment , making available to eligible person including polling personnel, distribution and receipt shall be properly though out, planned and arranged so that no disruption or complaints take place.
Communication arrangement
1. 30 minute turnaround time for response to a complaint from any quarter (ECI/CEO / DM/ Candidates/ Observer/ DM office) – that means ECI wants that there should be a return response from the field within 30 minutes whenever a n information / complaint is passed to any quarter whether it is true or not? If true what action has been taken to address it and what is the situation?
2. All areas / Booths shall be covered by a telecommunication means ( landline / WLL/ Mobile). In case there is none it should be identified and communicated to DM by 5th March. IN case no phone has coverage attempts would be made to reach there by wireless network of police or by deploying a boat or special vehicle to collect information to nearest location having phone facilities. Even if needed satellite phones can be arranged. But information has to reach.
EVMs
1. EVMs are new and hi-tech. Please train yourself first well in all aspect of commissioning, conducting mock poll / poll and counting. Do it repeatedly and be sure. Ensure that the trainers are also well trained. During training ensure that polling personnel take training seriously. No one should suffer from the all know syndrome ( ami anek bar korechchi - ami sab jani). Take a certificate from trainers that they have learnt well and also from polling personnel that they have taken the training properly. District Training Cell is making a centarlised certificate for the trainers and polling personnel. DM/ ADM/SDO/ BDOs/ Sector officers all should get themselves properly trained.
2. Commissioning also shall be done properly and carefully. Every officer who is commissioning shall give a certificate at the end giving serial no.s of CU and BU which he has commissioned certifying that commissioning have been done properly and correctly and he shall be responsible for any lapse.

Polling Personnel

1. Names from all offices to be collected. All head of offices to certify that these lists are exhaustive and complete and no one has been left including head of office. Any officer / staff who is not sparable it shall be mentioned in the list with reasons thereof. SDOs to certify that they have collected the list of officers and staff from ALL offices under their jurisdiction and it is complete in all respect by 9th March 2009. SDOs should talk to defaulters personally.
2. All BDOs and SDOs shall send the list from their areas within 7th March 2009 without fail with a certificate that no office has been left. In case any office fails to submit the list BDO / SDO should talk to Head of office over phone. In case of non compliance by him his name and details with phone number should be send to the DM by 7th March. Exemption to be given by DM only on valid grounds on written prayers submitted through PP cell to DM. SDOs / BDOs to send all names of their offices and offices at block level and data shall be entered. SDOS / BDOS can then send the list of officers to be exempted with purpose for which they would be utilitsed. No direct approach to DM for exemption by polling personnel. They should apply to PP cell for exemption if totally unavoidable. Exemption on medical ground only through recommendation of medical board constituted for the purpose.
3. Data of all staff and offices to be entered. GR A and GR B central govt./ PSU employees to be used as micro observers. Gr D central govt. employee can be used.
P-2 day to Poll day
1. Camps / Booths of candidates outside polling booths shall be outside 200m radius. Sector officer shall mark this point on all roads leading to a booth on P-2 day after close of campaign period with a log, bricks, chuna etc. so that candidates and their agents get an indication that they have to setup there booths outside it. You would appreciate that doing this prior to they set up their booth is better than you ask them to remove once they have started setting up. That would avoid any clash or law and order problem. These camps shall have only one table and two chairs. People of same polling booth having valid EPIC can sit in these camps. Only one banner of specific size and in line with directions of ECI (see detailed ECI guidelines) can be displayed in these camps.
2. Ensure close of campaigning sharp at 5 pm on P-2 day.
3. Political functionaries hit by ECI directive that know person being non- voter of that constituency shall move out of the constituency. If he is voter he shall stay his residence and shall go to booth to vote and come back on poll day.
Pollday
1. If poll do not start in first 2 hours – repoll has to be observed. Starting from Polling Officer (Po3), PrO, BDO, Sector officer, officer who commissioned the EVM and officer who trained will be under scrutiny and responsible
2. For blind voters braile Ballot papers have to be arranged ( please see this aspect as per instructions of ECI)
3. After MCC comes into force every vehicle used for campaigning shall have permission from RO. After nominations are over care shall be taken on non-serious candidates/ dummy candidates regarding use of their vehicles etc. sec 171 of RP Act is there to take care of it. ( Read ECI’s instructions on it )
4. Micro observers to be deployed. Arrangements for them to be made as per instructions received in this regards.
5. There has to be three tier cardon on poll day around the booth. Sector officers (including police) and polling personnel to be properly briefed about it. Candidates Camps outside 200m radius. Within 100m radius no arms (except authorize persons) and mobile allowed. Police to incharge of the zone between 100m and 200m. DM,Observers, ADMs, SDOs’ security persons can go up to booth but will not enter the booth. The queue of the voters shall start after 5 feet from the door of the polling room. A marking , a bench etc. shall be kept to mark it. This is done to avoid crowding, avoid suffocation inside the booth, to ensure proper light reaches the room etc. please ensure this. This may avoid many problems on the poll day.

1. Download checklists ( for DEO / RO / Sector officers/ presiding officers and micro observers) from website of ECI ( www.eci.gov.in )or from CD send by me to all ADMs / PD / SDOs / BDOs) and print it. See that all aspects / points are being taken care of by you or at least you are preparing to make these requirements.

DM & DEOs SUGGESTIONS
1. BE METICULOUS , planned, proactive, innovative in all your approaches for conducting elections.
2. There is no substitute to reading the Books, Handbooks, Manuals, Instructions of ECI, CEO and DM & DEO- read it yourself well before forwarding to your cells, extension officers etc. ( better keep a copy with you in a folder)
3. Talk to your colleagues, seniors and discuss with them about practical aspects of managing things on ground. Try to improve on your thoughts by considering various aspects to make it systematic, easy, comfortable, less cumbersome, less confusing, more economical, lesser need for verbal communications with trainers & Trainees, Polling Personnel, DC/RC and counting venues by displaying
4. See your emails at least three times daily. We have given TATA INDICOM USB modems to all SDOs / ADMs and BDOs. Please use that. If not received talk to DPRDO or your predecessor. This is govt. property and it should be with present incumbent. It should be used fully as it has unlimited internet facility.

District Information Report: Missing Districts
In yesterday's (4.3.2009) VC, I requested all DM/DEOs to send the District Information Reports by today.
We don't seem to have received the reports from the following districts:-
1. Malda
2. Murshidabad
3. North 24-Paraganas
4. Kolkata
Defaulting DEOs must send these at once, please.

Display of EVMs for Awareness

In order to make the electors, political parties, polling personnel
familiar with the EVM and make them aware about the procedure of voting,
safety of EVM and to give an exposure, following steps may be taken.
1) Small Room ( or enclosure / stall can be prepared) can be earmarked for
such display in offices of SDOs, BDOs where EVMs can be kept and a
trained staff deputed to demonstrate and display the EVMs which will
allow the public in general to understand the procedure of voting etc.
These stalls can function on all days during the office hours when office
is open.
2) At the venue where mobile photography is being done and at the
permanent EPIC Centres also this kind of display cum demonstration of
EVM shall be arranged wherein EVM can be kept for awareness of public
along with a staff who is familiar with the EVM operation.
3) Other public places like shopping complexes, municipality offices, hat,
bazaars, hospital campus, etc. may be utilized for demonstration cum
display of EVM on rotational basis.
4) Proper records shall be maintained of such display cum demonstration.
If possible, this can be videographed also or still photograph can be
taken and proper records shall be maintained of such events.
All EROs/ROs/BDOs to take necessary action accordingly.

Full coverage of Non-EPIC Electors

It suggested that following steps may be taken to ensure full coverage of non-epic electors-

1. From the data provided to all SDOs on data of SRER 2009, there is a figure showing “non-epic electors”. Add a column in the EXCEL Sheet to enter booth wise EPIC covered.
Calculate the non-epic electors still to be photographed booth wise.
Calculate % of non-epic electors in next column still to be photographed.
2. U can filter “more than 2 or 3 or 4% non-epic electors” booths for each AC thru Microsoft Excel and concentrate in those areas. Work out a plan to cover them first.
3. Give adequate publicity before going to that area.
4. In case the nos. of non-epic electors to be covered is less in any area, plan in such a way that same camera can be used in one location in the morning and in another in the after noon. Publicity should be given accordingly with specific mention to such timings.
5. One important reason for long queues is slow disposal by staff in clearing the papers and sending electors to cameramen for photograph, Whereas cameramen remains idle for sometime. And second reason for long queue is that the actual work starts late in the morning.
6. An important reason for low turnout is long queue and the applicant [old persons, ladies with kids, working persons] fear that they have to wait for 4-5 hours for photograph in queue. This acts as a deterrent for most of them to come for photograph.
7. To address this issue ensure that work starts sharp at 10 am and staff disposes papers efficiently. If need be the staff strength can be increased .One Senior officer of block should reach the mobile photography location early in the morning and see that work starts smoothly and timely and then he can come back to office. 8. Increase nos. of cameras after assessing the requirement as suggested earlier.
