MIssing Electors and Continuos updation

I have seen a acwise report dated 04.02.2009 regarding Missing electors. I am surprised that after that no AC wise report has been send by SDOs, where as it was expected that a full report would be submitted on 28.02.2009 after all BLOs visit all areas / booths under them and collect information on absentee / Missing voters ( with linkages and without linkages). I am surprised to see that total nos. of such voters in the district is about 2300 ( 700 voters with linkages and 1632 without linkages). About 9 ACs donot have any missing voter without linkages ?????? do you agree????
I think You must appreciate that the data on missing voters is rerquired from three point of view -
1. Observers and CEO are particular about it as this gives a doubt about chances or impersonation or bogus voters.
2. YOu have to provide a list to Presiding officers with other documents, which they would monitor during poll and be doubly alert about bappearance of these voters whose names are there in Missing ;list provided by BLO.
3. Identification of critical booths / vulnerability mapping depends on these numbers .

Therefore ensure that BLO is put to this job again and ask him to submit a list with certificate that he has visited all the areas / paras / hamlets and tried to identify missing voters. The details of Absentee (missing), dead, shifted (ASD) electors list must be placed in booth level meetings.
You (SDOs/ EROS/ BDOs) can take following steps to improve the quality of work regarding missiing voters -
1. Do a polling stations wise analysis , concentrate in booths where there are more chances of people going out
2. BDOs / EROs should visit atleast 4-5 such booths and cross check whether BLO has done the work properly. See the list prepared by BLO also. Take preparatory steps to keep ready list of Missing voters which will be goven to Presiding officer.
3. ZERO missing electors parts must be verified as explained earlier.
Continuous updation
People may be encouraged to file form 6, 7, 8, 8A under continuous updating programme till 7th / 12th March 2009 for rectification of errors detected in the electoral rolls published recently. inform polling parties and in meetings.

    You have provided a very well-thought out strategy for getting accurate picture of missing voters.I think we can add to this by:
    1.Asking BLOs to justify why all non-EPIC electors should not be identified as missing voters.
    2.Convincing political parties that being identified as missing voter does not mean name getting struck off from voter list.
    3.Asking Sector Officers to visit all polling stations with the idea in mind that non-EPIC electors should be identified as missing voters.

    Political parties have made a point that BLOs have visited houses at working hours which should have been before or after that to get accurate picture.But I found it very difficult because all BLOs are not local residents.
